James Brooks

AICP President/CEO

James Brooks is the Chief Executive Officer and founding partner of Boulevard Group, an award-winning national professional services firm that specializes in planning and managing urban revitalization projects.  Mr. Brooks has led planning and development efforts for major projects across the United States, including such diverse cities as Atlanta, Chicago, Los Angeles, New Orleans, Birmingham and Charlotte, among many more.  Projects he has directed have won numerous awards, including the prestigious Charter Award from the Congress for New Urbanism.

Prior to founding the firm in 1997, Mr. Brooks spent 18 years in the public sector as a planner and public official.  He is the former Deputy Executive Director for Development for the Atlanta Housing Authority, where he led the team that planned Centennial Place and Villages at East Lake, the mixed-income, mixed-use communities that became national models for urban housing development and affordable housing revitalization.  Prior to his tenure with AHA, he was a Senior Planning and Development Officer for the City of Atlanta/Fulton County.  He is a graduate of Georgia State University.

Managed the planning and development of over 50 mixed-use urban neighborhood revitalization projects in more than 30 cities in 20 states across the US.
Raised/leveraged more than $2 billion in public and private investment for urban revitalization and mixed-income housing development.
Appointed by HUD HQ in 2000 to manage the Chicago Housing Authority Plan for Transformation, overseeing $1.5 billion in urban development; directly involved in the transformation of Cabrini Green and Stateway Gardens into vibrant mixed-income neighborhoods.
Led the Atlanta Housing Authority development team that planned Centennial Place and Villages at East Lake, two communities that became the models for public housing revitalization in the US.
National expert in Low-Income Housing Tax Credit housing program, with LIHTC awards in 15 states.
National expert in the HUD Choice Neighborhoods program; winner of four CNI Implementation Grants and eight CNI Planning Grants. National expert in federal housing grant programs, including HUD Rental Assistance Demonstration (RAD), Section 8/HCV, HOME and CDBG.
While with the City of Atlanta, planned and directed the $40 million development of the Atlanta-Fulton Public Library Branch system during the late 1980s/early 1990s, with construction/expansion of 12 branch libraries throughout Atlanta and Fulton County.
Planned and directed the design and construction of the landmark Auburn Avenue Research Library for African-American History.
