In 1998, the Camden Housing Authority was a chronically troubled agency in HUD-takeover with over 10 years of unspent CIAP and CGP capital funding due to mismanagement, staff turnover, and failed procurements. BG was procured as a “privatized” Modernization Dept. Program Manager. When we arrived to take up our workplace, FBI agents were seeking files in corruption investigations of the previous management. Two HUD-appointed Executive Directors were removed during our tenure as Modernization Department managers. Our staff “stayed the course” through a thirty month engagement, providing stable management for the authority’s capital work, planning and executing nearly $40M+of contracts, while growing and delivering a functional Modernization department back to the agency. One of BG’s hires joined the Housing Authority staff and assisted with transition to the normal, in-house operation of the department. The current executive director, Maria Marquez, Ph.D., has moved the agency to viability. The agency currently has two HOPEVI revitalization grants underway, and all the construction initiatives begun by BG from 1998-2001 are completed.
