Baker Village was a low income housing community of 590 units located in Columbus, GA on 66 acres. The Housing Authority of Columbus, GA (HACG) engaged Boulevard Group, Inc., as a Development Consultant to develop a strategy that would enable the revitalization of Baker Village into a mixed-use, mixed-income community without the benefit of HOPE VI funding that will be known as Arbor Pointe.

The revitalization plan focuses on the creation of small neighborhood areas that are interconnected by a new system of pocket parks/open green space and a new and existing system of streets and alleyways. Specifically, the physical plan and design are based on a four principle design: (1) Recognize the highest and best uses for sitting buildings on-site, (2) Promote use of a variety of housing and building types to create neighborhood character, (3) Reinforce Columbus South as a “gateway” neighborhood, and (4) Introduce new streets, sidewalks and landscaping to enhance connectivity between the new community and the surrounding neighborhoods.

BG was engaged as Program Manager to assist HACG as its acts as its own Affordable Housing Developer in the Baker Village Revitalization.
